MINUTES OF BOARD OF TRUSTEES MEETING

Mr. Dufva called the meeting to order. He welcomed Board Members and guests. The first order of business was to accept the Minutes from the September meeting. Mr. Dufva asked if all Board Members had received and reviewed the September Minutes or if there were any questions or corrections. Since there was none, Ms. Ruth made a motion that the September Minutes be accepted as written. Ms. Froment seconded the motion; the motion passed 6 0.
Mr. Dufva conducted a discussion regarding the Board Member positions. He distributed Annual Guides regarding Tax District offices and regulations. The positions of Recording Secretary (minute taking) and Corresponding Secretary (submitting advertising, public notices, etc.) are now vacant and need to be filled. Board Members were requested to read the Annual Guides and be prepared to move forward with filling these positions at the next meeting.
Mr. Dufva also discussed the terms of the current Board Members; there have been recent changes as to terms; some being 1 or 2 years, some being staggered. The terms for Ms. Gilliam (LG-1), Ms. Ruth (LG-2) and Mr. Klein, Treasurer (LG-3) will expire in September 2004. The remaining positions: Mr. Dufva, President (LG-7), Ms. Kapono (LG-X), Mr. Coffield, Vice President (LF-X) and Ms. Froment (LG-6) will expire in September 2002. Mr. Dufva must submit reports to Mary Mahoney at the Office of Tax Districts, to the Tax Collector, to Pam Iorio, Commissioner of Elections, and to Tallahassee regarding the Board Membership so this will be decided at the November meeting.
There was a motion made by Ms. Kapono and seconded by Ms. Froment to re-elect Peter Klein for Treasurer and it passed 5 0.
Mr. Pitrowski gave his report regarding the landscaping, lawn maintenance, irrigation system, signs, etc. The pump was leaking last Friday and Mr. Pitrowski received calls and he secured it later that day. He also gave Mr. Klein a check for $3150 from the new grant from SWFWMD. (There is poor recording for quite a while after this.)
There were comments about Pauls Lawn Service. It was stated that the results have been "less than ideal".
Mr. Dufva spoke about the grant we had received for our Millennium Block Party last year. The Board will be applying for that again and there will be another Block Party in 2001. It was discussed for a later date to allow committees to better prepare. A resident named James said that he had connections with Waste Management and would see about getting roll-offs for another community clean up, possibly at the end of January 2001. Mr. Pitrowski stated that the County could possibly give us dumping at no charge. There are no grants available for Community Clean-Ups. Mr. Klein suggested that the Tax District members get together with the homeowners Association and make this a joint effort. Hopefully, committees for both the clean up and Party will be appointed at the November meeting.
Mr. Pitrowski stated the front entrance wall cleaning and painting will be accomplished by Hickman Marcite a local Logan Gate Village company and will be slightly lighter than the current brown.
Mr. Pitrowski also discussed the time frame for completing the lights on Logan Gate Blvd., the irrigation project and the landscaping. All is expected to be completed within 45 days.
Mr. Klein stated that there are funds to finish up these projects a total of $19,300 for irrigation, plants and lighting. Mr. Dufva requested Mr. Klein to bring copies of the budget for all Board Members, since many were new on the Board. They could see the allocations of monies for these projects.
Mr. Pitrowski will contact the pond company for an update on their services.
Mr. Klein was asked if the city water has been capped off yet. He said no, but it would be as soon as the irrigation was completed. This would be the end of water bills, the last one being $196. Mr. Klein stated we would realize an early ROI at this point.
Bill Daly indicated they are seeking ways to raise money for the HOA: community garage sale, haul-aways of trash for residents, as examples. The HOA has discussed the security patrols, future of Neighborhood Watches and ways to get more residents involved.
Ms. Kapono indicated we got everything we asked for: upscale apartments w/rents starting at $1200 per month. These will be targeted through advertising to adults (without children), the over-55 population. It will be a closed, gated community with entrance on Henderson Rd. There will be a crash gate on Normandie. This gate will remain locked at all times and will be used for emergency vehicles only who would crash the gate to gain entry to the complex should the Henderson Rd. entrance be blocked. The developers have also agreed to a wall, a 35 green space, a bern, mature trees, retention ponds backing up to Rosemary and Polly. Everything is in line so that the Martin family will be able to proceed with their home they will be building at the end of Normandie. The developers have agreed to turn the apartments so that they dont run parallel to the LGV homes. Parking will be better placed as well as service entrances and areas as to not disturb LGV residents. The environmental clean-up will also be quite extensive and complete. Ms. Kapono also asked that LGV residents not do anything that could possibly nix the good relationship and plans that have been outlined. These plans are going to greatly improve the value of our properties.
Mr. Dufva asked for Public comments. Louis, another man and a woman spoke about the new Tampa Day School. They said that because the School had raised the level of their property, the 6 fence no longer gave the privacy to the LGV residents. That workers and others could look over into their property and homes. The residents felt uncomfortable going into their own yards. Mr. Dufva asked that Mr. Pitrowski look into this by possibly calling Dr. Walt Karnisky for his input.
After no more comments from the residents, Mr. Dufva adjourned the meeting.
