MINUTES OF BOARD OF TRUSTEES MEETING

Winn Dixie Market Place, Gunn Highway, Tampa, FL

Attending Board Members: Don Hardy, President; Malia Kapono, Vice President; Cynthia Ann Kapono, Treasurer; Marla Ruth; Mark Dufva; Dana Gilliam

Absent Board Members: Bill Daly

Also Present: 3 residents; Rick Pitrowski, Communities of America

 

Welcome – D. Hardy called the meeting to order at 7:00.

Approval of May 2003 Minutes - After D. Hardy confirmed that Board Members had seen the above mentioned minutes, M. Kapono made a motion to accept the minutes. M. Ruth seconded the motion. Motion passed 6 - 0.

Treasurer's Report – C.A. Kapono presented the Treasurers’ Report and commented that the adjustments mentioned last month had been made. M. Dufva made a motion to approve the May financials as presented. D. Gilliam seconded the motion. Motion passed 6-0.

Security Patrol Report – C. A. Kapono reported that she had seen the newly-requested Activity Forms that our patrol officers will be turning in at time of payment for their services. There is nothing serious going on in our Community. They are again enforcing traffic laws. D. Hardy added that he is in touch with CRD corporal for our Community but has nothing to report at this time.

New Business: D. Hardy reported that there had been traffic study done July 2002 re: the intersection of Henderson Rd. and Logan Gate Blvd. It has recently been announced by the County that a traffic signal is warranted; however, it is unfunded at this time and on the priority list but we have no date for installation.

D. Hardy also reported that Communitites of America, Inc. was successful in their application for a $2500 grant for tree planting along Monterey Blvd. through Hillsborough County. The District will also be responsible for $750 and donated man-hours for the planting. Bald Cypress trees will be planted on Monterrey Blvd., south of Logan Gate Blvd.

Sign Variance Meeting coming up re: the southeast corner of Gunn Hwy. and Normandie Blvd. Perhaps re: Ruby Tuesday sign installation.

Monterrey Blvd. sidewalks are on the County’s list. We will request them to be installed on the south side of Monterrey where there is less of a challenge installing around trees and less risk of roots damaging the new sidewalks, etc. There will be several meetings in the next month re: sidewalk installation; the group was encouraged to attend on Wednesday, July 9, Jimmie B. Keel Library, 2902 W. Bearss Ave.

D. Hardy is still investigating retaining a reputable scrap company to perhaps collect unwanted appliances, etc. from our Community residents. This will help our residents to clean up their yards when transportation to the dump is not easily available. Dana had nothing to say on this issue.

 

HomeOwners Association (HOA) – the newsletter continues on. C. A. Kapono will continue soliciting advertising from our Community merchants, etc. Cut-off for the September Newsletter is August 15, 2003. It was mentioned that we should be willing and anxious to patronize the advertisers in our Newsletter; inform the merchant that you saw their ads in our Newsletter so they know their dollars are being well-spent. M. Dufva suggested that we contact the store manager of the new WalMart store about advertising as soon as it opens.

Communities of America report by R. Pitrowski

The $2500 grant for tree planting must be submitted to the Country Forester for approval. This may take another two (2) months and the Board is considering the planting to be a Fall project.

Re: the walkways in the back park – R. Pitrowski explained about a "Historic Trees" program he recently attended at an Orlando design show. These trees are offsprings of ‘famous’ trees in history. He suggested we review the website he will forward to Board Members; the walkway would be a perfect place to do these plantings perhaps adding a plaque explaining the origin of the trees, etc.

Normandie Blvd. entrance water meter – the exact address for the location of the new meter was finally determined through the County. At this time, the Water Department is calculating the necessary deposit. We can expect the meter installed approximately 30 days after the County received our deposit.

Logan Gate Blvd. planting – in May, the Board approved any quotes up to the amount U. S. Lawns had quoted us. There was one (1) additional, higher bid from OneSource. Others were ‘no bids’ because of our request to match U. S. Lawns plant replacement terms. U. S. Lawns was awarded the project.

Green posts along Logan Gate Blvd. – though not complete yet, the new traffic sticks are being installed. The weather has slowed down the project.

R. Pitrowski suggested that the Board once again consider putting the matter of increasing the Community Assessment on the September 2004 election ballot. The Board does not want to make a huge raise in this assessment (currently $100 per year per landowner); however, if we successfully do get it on the ballot and it passes, we will have the ability to raise the assessment even a minimum of $20-30 per year. Better communication with our Community residents will be done this time.

The sod and landscaping edging opportunities for our Community are still available. This was mentioned in the most current issue of The Villager, our Community Newsletter.

R. Pitrowski reported that he will be out of town at the time of our July meeting on July 28, 2003.

Liability insurance for our Community – most insurance companies are unfamiliar with Taxing Districts who have different/special needs from HomeOwners Associations; the insurance companies are unwilling to write these types of policies. Since the Taxing District is a government entity, R. Pitrowski will investigate insurance from that angle.

Meeting Closed – C.A. Kapono made a motion that the meeting be adjourned. M. Kapono seconded the motion. The motion passed 6-0.
