MINUTES OF BOARD OF TRUSTEES MEETING

Welcome D. Hardy called the meeting to order at 7:00.
Approval of January 2003 Minutes - After D. Hardy confirmed that Board Members had seen the above mentioned minutes, C.A. Kapono made a motion to accept the minutes as written. M. Ruth seconded the motion. Motion passed 5 - 0.
Treasurer's Report C.A. Kapono presented the Treasurers Report. D. Gilliam made a motion to accept the report as presented; M. Kapono seconded the motion. The motion passed 5 - 0. C. A. Kapono also presented that Applied Aquatics(?) is raising its monthly fee from $275 to $289. They are responsible for inspection of our ponds, controls of algae and weeds, etc. There was a question as to whether they are maintaining the correct number of ponds. D. Hardy will check this before the next meeting.
Independent Auditors Report D. Hardy congratulated C. Kapono and R. Pitrowski on completing the audit on time. Copies had been distributed to the Board at the January meeting for their review. M. Kapono made a motion to accept the report as written; D. Gilliam seconded the motion. Motion passed 5-0.
Security Patrol Report Per C. A. Kapono, there have been a couple incidents in our Community. The officers we employ to patrol will adjust their schedules to be in our Community at different hours. Due to the normal day to day activities in the city, the additional security at the Port and TIA, regular patrols have been reduced to most areas. We are fortunate that we still have our 2 officers that we employ. D. Hardy will check on the status of the Community Resource Deputy.
New Business: Dogs there have been incidents of dogs running loose in our Community. This is against the leash law. Animal Control can be called; however, they cannot pick up dogs that are on the owners property. If a resident can safely confine the stray dog in their garage, patio, etc., then Animal Control does have the right to pick it up. More information on dog ordinances, safety, etc. will be included in the next newsletter. Horses in our Parks? D. Hardy has inquired of the County regarding this; no reply as of this meeting. We will try to get official County Park signs that limit/restrict horses, dirt bikes, etc. from using our Parks. Rezoning on Henderson Rd. opposite our entrance C. A. Kapono and D. Hardy will attend the land use re-zoning meeting on March 25, 2003. The request is for rezoning from townhouses to apartments. The owner of the adjacent property to this site has also asked for our assistance in getting this request denied. The increase in traffic of an apartment complex would greatly increase congestion near our entrance and on Henderson Rd. as a whole. An option would be, in either case, to force the developer to install a traffic light, make turn lane improvements, etc. similar to how we dealt with WalMart. Neighborly positive statements for the newsletter as a means of developing good neighbors, it was suggested that residents submit good neighbor comments for the Newsletter. The purpose of this would be to thank our neighbors for keeping a nice yard, their home in good repairs, suggest what was important to be a good neighbor, etc. Deed restriction inquiries - C. A. Kapono is responding to the web inquires regarding deed restrictions.
Homeowners Association Report D. Gilliam reported their next meeting is March 3, 2003. She encouraged those attending this meeting to also attend the HOA meeting.
Project Status Report
Park Maintenance D. Hardy is still working with David Fountain on this
Park Renovation D. Hardy still has no update on this
Rick Pitrowski, Communities of America, was unable to attend this meeting. However, there was discussion on the following:
Post replacement on Logan Gate Blvd. fiberglass replacement posts are being investigated.
D. Hardy distributed some graphics regarding the Normandie entrance. The Board members will review and discuss their opinions next month.
Announcements/Public Comment
Sidewalk for Monterrey Blvd D. Hardy talked w/Deborah Carreno, Hillsborough Co. Public Works Engineering. In June, there will be public meeting to review sidewalk plans. As a County entity, we can submit a request to complete the sidewalk on Monterrey. Because of public opposition to sidewalks, it is an involved process. An alternative the GAP program fills in small gaps in sidewalks; basically, connects existing ones. D. Hardy will petition to have this done in a couple areas. This only pertains to sections of a few hundred feet only. For sidewalk maintenance, the number is 813-554-5006.
WalMart Status per D. Hardy, construction has begun on the walls. Workers are on-site dawn to dusk, 7 days a week. WalMart is anticipating a Christmas 2003 opening.
Murphy Oil, the subcontractor building the gas station for WalMart, had requested a variance to add 47 sf more to the signage. No one from our Community attended that meeting; no outcome is known.
Kennel Screening Variance Request the request has been cancelled as the rules were apparently misread. The kennel project is moving forward.
The traffic light at Gunn Hwy. and Henderson Rd. was activated on January 28, 2003.
A reminder that Gunn Hwy. will be closed March 4, 2003 to allow installation of the posts to support the walkover for the Suncoast walkway.
D. Hardy reported that there would be a County-sponsored Records Management course in March. Cost is $50; it was suggested that 2 members of the Board attend. Possible attendees include C. A. Kapono, D. Hardy and B. Daly (since he manages our website).
Next Meeting - will be Monday, March 24, 2003 at the Winn Dixie Store on Gunn Hwy.
