MINUTES OF BOARD OF TRUSTEES MEETING

Welcome President D Hardy called the meeting to order at 7:10 PM and welcomed those in attendance.
Security Report Sgt. Torres discussed ways of protecting ourselves and our property; he also recommended that we be especially aware of what is going on in our neighborhood to be a good neighbor and watch out for each other. He reported that some activity within our Community has been referred to the Street Crimes Division for further investigation. Deputy Brian Pille will again be our Community Resource Deputy (CRD) and will be attending our meetings in the future.
Lawn Maintenance R Rose, US Lawns
The rain has put the cuttings off schedule but they will continue to do the best they can on the clear days. His crew is using Round-up for weed control when they can.
Forty (40) Indian Hawthorn plants will be replaced around the oak trees on LGV Blvd.
Per a request from a Board Member, he will again prop up the hibiscus trees at the front entrance.
Regarding the condition of some of the new plants: the more mature trees require more water; but with the rain weve been experiencing, this should improve the condition of the plants.
Approval of Meeting Minutes for June 2003 and July 2003 Copies of the Minutes for both months had been distributed and reviewed by Board Members. Since there was no quorum at the July meeting, two (2) months of Minutes needed approval. M Kapono made a motion to accept both months Minutes; C A Kapono seconded the motion. Motion passed 6-0.
Approval of Treasurers Reports for June 2003 and July 2003 Copies of these reports were distributed and reviewed by Board Members. Since there was no quorum at the July meeting, two (2) months of Treasurers Reports needed approval. C A Kapono stated the checking account balance to be $21,754.85. She received approximately another $4000 from the County in homeowners assessment payments. Per our auditor, the expense of the drip irrigation system was transferred from the Maintenance account to Capital Outlay. D Gilliam made a motion to accept both months Treasurers Report; M Ruth seconded the motion. Motion passed 6-0.
Homeowners Association Report (HOA) D Gilliam
The Community Garage Sale is Saturday, October 18, 2003 with a rain date of October 25, 2003. The sale will be advertised in area media and the next Villager Newsletter.
The next HOA meeting will be Monday, September 8, 2003 at Winn Dixie. Normally the first Monday, it was changed due to the Labor Day holiday.
Communities of American Report R Pitrowski
There were both electrical and plumbing problems at the front fountains; the plumbing has been repaired and the electrical will be repaired.
Historic trees the company will grow these trees to be more mature for planting if we choose. The Board will let R Pitrowski know what is decided. The plantings would take place next spring.
Wall repair and painting is needed badly. The bid process will begin in the fall when the 2004 funds begin coming in. R Pitrowski mentioned a liquid vinyl paint now available; though approximately 2 times the cost of regular paint, it carries and 50 year warranty for both labor and material. R Pitrowski will measure the wall and get more information on this.
A reminder in order to get a request for a raise in the assessment for our Community on the September 2004 ballot, we need to begin soon. There will be additional discussion on this; he reminded us that we would not realize any funding from any increase that may be approved in September 2004 until 2006.
Tree Grant R Pitrowski and D Hardy have successfully been awarded a $2500 grant. There will be a $750 co-pay from the Community Treasury plus volunteer man hours to plant. Approximately 30 bald cypress trees will be planted on the south end of Monterrey.
There is still no new information on the Liability Insurance for our Community.
The water meter for Normandie Blvd. is on order and paid for. Installation should be within the next 30-45 days.
Now that WalMart has done most of the landscaping on Normandie Blvd., the Board will proceed with similar plantings at the back entrance to our Community.
Community Pond Issue D Hardy, M Dufva, R Pitrowski
We are currently on a month-to-month basis with Applied Aquatics who maintains our ponds.
There was discussion and some questions as to which ponds must be maintained by the Community and which ponds are the responsibility of the adjoining homeowners. M Dufva will look into this further notifying the appropriate homeowners, if necessary.
The Trucious Pond has not been treated in a couple years; however, we may have been invoiced for it. A 1-time clean-up by Applied Aquatics may be requested by D Hardy (as compensation for this) and then the pond maintenance may be the responsibility of the surrounding homeowners.
It was noted that Pepper Tree Pond cannot be treated as it is considered a county watershed.
Creating Village Concept Walkway there was discussion whether the Village Concept would be appropriate/feasible for our Community. The Village Concept involves solidifying the compatibility/relationship between homeowners, retail businesses, restaurants, etc. to develop the Village Concept environment. Further discussion will be had a future meetings.
Old Business
Sidewalks for Monterrey have been approved for the north side of Monterrey Blvd, funded for 2004. Construction will begin sometime after October 1 and can take up to a year to complete.
The County Park Maintenance and Renovation is still an Open issue.
Public Comments
A resident suggested we install trash cans near the bulletin board, bus stop, etc. R Pitrowski will get pricing on these and talk with R Rose of US Lawns about emptying them.
Next Meeting - will be Monday, September 29, 2003 at the Winn Dixie Store on Gunn Hwy.
Motion to Adjourn M Kapono made a motion to adjourn; M Ruth seconded the motion. Motion passed 6-0.
